I don't understand page rank...

Page rank must be of the silliest inventions ever.

Let me get this right, Google ranks a site from 0 to 10.

If the site gets 0 its considered poor.

If the site gets 10 its considered excellent.

But I have tried checking page rank of some excellent niche sites which I follow and some of them get a PR of 3 or less.

My conclusion is that page rank is determined by the number of backlinks that site has?

    Am i right?

Yes, but page rank is determined by other things besides backlinks. Google it and go to the results at the google site for an accurate answer. That way you don't get a lot of bogus crap for answers:))

Page rank is also determined by traffic, quality of content and other things according to what I've read.

Obviously since Google makes the rules in regards to Pagerank, even they consider that there are no sites that are perfect.

Google calculate the Page rank of your website by counting each incoming link to your site as vote.
But Google doesn’t rely on the poor content of the links coming to the site in order to calculate the pagerank. The Search engine robots analyzing the page linking to your website as well.

Google is known to look at these factors when ranking a webpage –

    1. Number & the quality of the links from other sites
    2. Anchor text of the links
    3. Historical factors
Historical factors Google takes into the account are –

    1. When the links is discovered
    2. Whether the link changes with the time
    3. How quickly the page gets links from other site.

Page rank 0 doesn't mean it is poor, it means that the site doesn't has enough PR juice to achieve PR1 or higher.
And the only way to get PR juice is from dofollow backlink
It is all about dofollow backlink, not the quality of the website

Google decides the PageRank of the website considering a lot of factors among which Backlinks are the most prominent one and there are other factors that decide too about it.
Be updated and work according to the search engine's strategy.

Google assigns a page rank of '0' to '10', depending on the most prominent 'backlinks' to the website and the other factors which Google keeps secret.
But it happens too that, if page rank is '7' or likewise, it doesn't always means it has lot of backlinks but it may be having the relevant and valuable content on its website..

Yes you are basically right, except it is the quality (relevance and authority) of the backlinks rather than the number.
To quote Google Webmaster Tools help:
"In general, webmasters can improve the rank of their sites by increasing the number of high-quality sites that link to their pages."
