I have been submitting to the directories listed in this forum for some time but does it helps in site's PR?
It really all depends on the directory you are submitting to! Most of the directories on here are new, and have no pagerank. Google decides on your pagerank, basically by seeing the pagerank's of other sites that you are linked too. Try focusing more on submitting to quality directories, most good directories will cost you money to submit to them, but it will be worth it in the long run.
With every directory submission you get one backlink... Backlinks from top directories are good quality links. Your PR depends on quality of backlinks your website has got... But PR is least important metric for a website, so it hardly matter how these backlinks are influencing your PR.

Even top directories have there internal pages with pagerank 0. Is good to submit to all but not to pay for it.
Quality depends more than quantity here in the submission world. Get some unique content on your site and have some authentic links from high PR relevant websites point to your sites then that would really help boost up your PR.
Depends on the structure of the directory. If it is done properly, I would expect internal pages have a page rank of 1 at a minimum. We tend to fall into a trap of thinking that we are submitting a site to a PR3 directory, and while that may be true, the page where our link shows up at is either PR0, as you say, or PR1.
backlinks are the backbone of the pagerank . I made backlinks by guest blogging ,forum post and blog commenting.I got a pagerank 2 within 2 months after started blogging. Never expected that those directories submission approval rate is so low. It is much more love than my expectation, I expected 40% - 50%. Do you think new directories will be more easier to get approval, because most of the establish directories is convert from free to pay directories.
I submitted to a load of directories, then I saw a service on fiverr to build a linkwheel and submit to 400 directories. I now have three times as many links as I did three months ago, and the only result has been a fall in page rank from 4 to 3 - does this make sense to anyone?
Did you do it manually or automated? or better, choose those directories that have good reputations, such as page rank, etc. Still, quality over quantity.

PR is only google game... don't make site because want to get PR... try to build backlink and give good content
According to me quality matters not quantity, don't use automated tools as they leads to generate errors.
