How to install sqlite browser?

I really need to install this program, because according to the book I read it can easily open db files with extension .sqlite3 I tried a lot of other programs but none of them seem to be able to open this development.sqlite3 file.

you can download the sqlite browser from here (it is only about 7MB): http://www.mediafire.com/?fx3m7beybfe10nc

When I download and unzip the package of the program all I get is a bunch of .dll files and one .exe file. I have never seen software like that. I can start the program right away with the .exe file but then it's not recognizing .sqlite3 files and I have the strong feeling that it's not working properly. I doubt that the book I am reading has wrongfully recommended this program. I feel that I need to install it but how?

Thanks a lot, dblue_one, this works!

It's the first program so far that has managed to open that file. It's not as neat as sqlite browser though, because I will have to start FF every time but it does the job. If anyone knows what I am doing wrong with sqlite browser I am still open to solutions.
