    Assuming you already know how to develop apps:

    Step 1) Get an SDK for the phone environment in question.

    Step 2) Start writing the app.

    Assuming you don't already know how to develop apps:

    Step 1) Learn computer programming.

    Step 2) (Which will be in about 4 years) - get back to us if you need any further help after you have your CS degree.
