    The website is hdwallpapersfix dot com. I also happened to find some other websites which had the same design. I think it was designed using Joomla, Drupal or some other CMS and used plugins or modules. Rather than guessing I decided to ask the experts here. Please don't shy from giving a detailed answer on how that website was created.

    I use this tool for chrome which tells you what platform something is built with and much more.

    According to this it doesn't have a CMS behind it just scripting which is easy enough to do it just looks like a CMS

    Clicking the link in the footer gives you this script
