This is almost certainly done with an RSS feed. My site runs on PHP and databases. I use the database to get the link and description for new content (recipes in my case). I then have a php script that turns this into an RSS feed which I can then publish to sites like pingler and pingoat. After submission Google tend to index within minutes. For my usage doing this is not particularly complex, but your milage may vary.

I know a backlink can consist in the bare URL of your site on another site, and it can also be a hyperlinked text such as 'click here' or even hyperlinked image or media. I think using 'link:yoursite,etc' or seaching for your URl on the search engine will only show where the backlink consists in a bare URL, that is, yoursite.com. I hope am right.
