Simple, what I would like to do is set up a CDN that can support live RTMP streaming to my JW player, running strictly and only off the CDN.. I've seen this done but can't seem to do it my self and can't really find anyone that knows how to do it, I am sure there has to be someone out there that does

I can pay for some really good help that = execution of what I would like to be done

A CDN is a network of multiple dedicated servers. So you need multiple dedicated servers to setup a CDN.
To load balance rtmp traffic to multiple servers, you will need to publish the streams to each of these servers, or keep copies on each one if your broadcasting videos you already have (not live streams).
If you broadcast live streams, these must be broadcast to one server and published from there to the other servers using a rtmp side application.
