Make money off adCenter using this method

I saw this link at dmv.org and not sure how they are making money off of MSN under "sponsored list".

Any ideas??

what exactly are they doing with adsense..?

 

Is AdCenter allowing publishers other than US? I am looking some good adsense alternatives. The more alternatives the more better adsense will be!!

 

all ad center have their rules if we follow them then there is no problem just i know this read their rules ,guidelines then create ad center account and use it
