Whatever you want to show at the place of Meta Description just write down there and get listed after doing seo for that page.
It's not right mate. I check these sites that are shown like that. But in their code they don't write the description like that. I check the content and see that they are in the content but not in the first or last content. It's shown like that the webmasters want to show it in search result. I think it's a new technique. Not only that site, I also see some sites have the same result
It's not a new technique, in the sense of a new SEO technique. It has to do with the content on those websites and how Google sees it - if Google thinks that your page content displays a list of whatever (products for sale, properties on a street, etc.) it might display them in that way. Some pages on my company's website appear this way in Google but we haven't done anything on this regard
For example I have a list of news titles on one of my website pages, and when I search for site:mysite.com on Google, that page appears like the one in your printscreen. I guess there is about some mechanism in Google. Only thing you need on your page is a list with several items.

The mighty G have their way of doing things. Sometimes they may use the meta tags while at other times they may use any content relivant to via searche querry
Most of times ,possibly the retrieve data from the bulleted lists . Use the un-ordered bulleted lists to get the kind of results with SERP.
You can see different versions of your own site displayed in the SERPs too. If you search for your site using keywords then you will see the site with the normal titles and descriptions but if you search for your site using the domain name then you will see more results from your site in a different version and in a different way. It depends on how you search.
