    directory submission means submitting your sites to online directories (either general or specialised).. these directories are usually of good PR and hence submitting site to them is a good move... it gives your sites a good backlink with high PR value... :) and yes, most of them are dofollow.

    What I can add to the all that have been already said is that, submit your site to a web directory beside the backlink you got from this submision also help your PR and help with SERP's since search engine trust some web directory and analyze or index your page faster and be in the right directory can add point to your SEO score.

    One of the most important if not the most important directory is DMoz. But getting you site there is difficult, and take time, not the actual submitting but the approval take time.
