    Yes you can but a lot of documentation is required for that business accounts and etc if you can manage your surely can.

    Why dont you re apply for the individual account from different email id ? (if you site is not black listed for disabled account)

    There is no back when you are banned from Google Adsense. Also there is no point in trying to create a new account, this will just be waist of time!

    start another account with your wife's, sister's, brother's, dad's, mom's, cousin's or friend's bank info and SSN.

    give them a 10% cut to keep their mouth shut.

    It might be tough to open up a new account once you've been banned. You have to think about what other google accounts you have linked to that account, because they will be watching. Especially if you participate in the Google+ experiment. They know who you know, how you know them, so be careful.

    Definitely you can open another account with another name, address or else u can open a new one for ur business. But if you are trying to open a new a/c for individual purpose, beware!!!

    Well, If your Adsense account is banned just now Then, I suggest you to not to Apply for the Adsense right now as you got banned just recently and making another Adsense account will make you permanent blacklisted. :) I advice you to wait for some 10 to 20 days and clear or correct all those things which let your Adsense Account banned.

    Some of the Common Reasons are:
    1. Invalid Clicks
    2. Copied Content or Copyrights issue.
    3. Using 3rd party Contextual Ad Network (Adbrike and many more)

    I don't think its possible... Once your site and name to every information you entered in adsense account is banned, now you can't do anything
