I need a very experienced PHP/MySQL programmer to finish a simple project

I need a very experienced PHP/MySQL programmer to finish a simple project.
I've already coded the site, including login script and admin panel. As it is at the moment, visitors can register, and the whole script is working fine. Now I want to add certain feature, such as:

1. The admin can create a user from within the control panel.
2. List users within the admin panel.
3. The admin can modify user information, including deleting a user/accompanying photo. I've already created the delete user function and it works fine.
4. The admin can enable or disable registration from the general public. If disabled, only the admin can create a new account.
5. By default, an email is automatically sent to a new user's email when his/her account is created. Now I want the admin to either enable or disable email from within the control panel without having to mess with code.
6. When the user logs in, he/she will see his information (first name, last name, username, photo, funds). Only the admin can assign "Funds" to an account. The essence is for the admin to manually assign a varied, small amount of money as bonus to advertisers after signing up. When the user logs in, he will see his free advertising credit.
7. Add more fields to the registration form. Right now I have only username and email fields.

All the necessary pages have been created, but PHP coding needs to be added to just a few of them. You can see, what I want is not complex and can be done within a few minutes by someone who is experienced.
