It reаllу helps to start driving in traffic.
Based on economics and my own experience, the best is to advertise where everyone else isn't. If you find a journal, magazine, newsletter, or something that has the same customers that you'd like to be your clientele, and no one like you is advertising there, you'll be able to maximize your impact per dollar.

Also perhaps you could get some work from gig sites such as fiverr. If you have small jobs that you can use. This is a great way to build a client list and get recommended to others.
I have had TREMENDOUS results with advertising with microsoft adcenter. I WAS getting $4 back for every $1 i was spending, but then they abruptly stopped letting me advertise. They reviewed my site and I needed a privacy policy statement. That I could not have that many adds on the page, that I need to focus my site more on one topic. I said screw it and stopped advertising (this was for my weight loss site). I am going to try again with my debt advice site.
