Yes, PNB bank account will work. Add credit card and bank account details of your PNB and you are set.

You need to provide your PAN number and CC for verification. Because you can't send payment through PayPal balance. You need to use your CC.

You are absolutely right. You don't need CC for verification. But you will not able send any money from paypal. Or in other way your paypal will work one way.
You will be able accept payment and withdraw them in bank account.

Yes, almost all private and nationalized banks are supported in PayPal. As per new rules of PayPal, you will need to add your PAN Number as well as credit card to get started. You will also need to add your bank account in your Paypal.

If you want to just recv. amount, you don't need an CC for auto-withdraw. Just add your bank account to the paypal account, get the account confirmed it could take up to 2 - 7 business working days. You need to add your PAN as well, else your pp would be limited.

After this you can go ahead and start receiving funds but you can't send funds unless you add & verify an CC into the account.

There is also one easy and safe way, using HDFC Bank. If you have HDFC Debit Card then you can register for Netsafe card which works as a Virtual Credit Card. Through it not only you can verify your paypal account but also protect your card number from any online theft.
