Best acceptance CPA network

I'm looking to join a good CPA network which accepts guys with new websites. My main source of traffic to the offers will be e-mails and not my website. I have a nice list of e-mails, that too targeted, from forums.

BTW, I'll also consider PPC if conversions are good. I'll keep developing my site while I market the offers by e-mail, so banner ads will be used in the future.
