    As title said

as i get about 16,000 emails for persons related to my site.

so does this huge members drive can be against adsense policy?

or to be safe, to make this campaign to my site facebook page, which inturn will point to my site ??

need your opinion, suggestion & advice.

It would be much better to use natural way of generating traffic to your site so that it will not compromise your earnings. If one or few of those people that you are using for email marketing will report you as a spam or let Google monitor your activity, this would be a big pain for you. Use the 16,000 emails for other stuff not related to your adsense. Just to be safe.

I so agree with you. If some of the readers will report the email that they have received as spam then the online sender reputation is at risk. You could get blocked by the ISP's too that would greatly affect your email deliverability.
