CSS3 *is* ordinary CSS. But if you don't know how to use Google to find out what's new in CSS3, then no amount of explaining here will do you any good.
Basically the same thing, you can do a lot more with CSS3, like rounded corners, different shadow effects, etc.
CSS3 is the latest specification for CSS and is not fully complete, ie it's still in flux, different browsers may require different tags added ie -moz(whatever for firefox). Just like html the latest version is still backward compatible with the older versions of CSS ie 2.1 etc. New tags for CSS like rounded corners for boxes + buttons is new and saves loads of time in code, previous versions of CSS did not have these tags and to create rounded corners was a lot of code and headache with many different methods available to do the same thing. Many new tags are being completed and would be available in the complete version of CSS3, it will basically help designers make much better looking sites, far easier.
Why do you even possibly think that is has anything to do with "looking better"...? your response is clearly a "cut-and-paste" from your search engine of choice, probably wiki or something.... If you don't understand what it is maybe you should follow the doctors advice to the OP as well....
Um...I can assure you no copy and paste from wiki... Well there are new CSS3 tags that are specifically for front-end design for example, image based borders, currently solid colors must be used, these are specifically design elements. Ps. rounded corners are there to improve the look and conform with current web standards, they serve no coding purpose. ie. they are included now as standard with CSS3 + other Design elements, designed to improve the look of new sites based on it. Designers currently have to use images which do not scale nicely in many instances, so having image based borders that scale to fit the resolution nicely is a bonus.
with css3 you can do animations, shadows, flip,rotate elements, and much more features that you can no find in css
With CSS 3 you can make your web page instruct the viewers toaster to ask the fridge if the milk is close to the expiration date. OK seriously, I just started playing with it. I'm not a professional web designer, but it seems to me that the biggest difference is it is now modularized into special interest groups responsible for improvements to certain parts of it.

Rounded corners, gradients, shadows those are the basic differences, but still are pointless since IE don't use them so i f you want a website to look same in IE and other browsers like Firefox, Chrome, Safari you still have to use background images like ordinary css

You get some kind of thrill out of it, superiority complex or something. People post for many reasons.
