How do i make a wordpress plugin 'official'

    i have 2 wordpress plugins that i made - one to limit comments on a post and the other to hide comments on certain categories and i want to make them available to everyone. plus i want to know how the 'update' process works with plugins.. when a plugin needs to be updated in your admin section you click on 'update plugin' but what makes that known to your blog that the plugin needs to be updated?
