Where can i buy one of these tools?

In the tv show Family Guy there is one episode where that mayor guy is using some sort of weaponry which will enable him to fire out some cats at people and those cats keep firing out like bullets but the item he has is not a gun but some other sort of firing tool?? if i wanted to buy one of these for my use, where do i go to purchase??
