If your website is not indexed by Google then your website could be penalized by Google. Or there are online tool available to check blacklist websites.

That's quite young, so a temporary plunge is normal. Your site may have done well for a while and then just dropped. It will remain low for a while only to come up later again.

I'd say, continue building links. I've seen that web sites come high up again once they get more mature.

New sites keep up high for a while and only drop afterwards.
If your site doesn't drop within two month, you should let us know!

Sandbox is actually a place where google holds some spammy sites, which never ranks till we work for that site to remove from that sandbox.

First, being placed in the sandbox is different than having your website banned.
If you do a search for your domain in Google and they return zero results for your website (and you had been previously listed in Google), there is a chance that you have been banned. One of the best ways to determine if you have been banned is to look at your log files to see if Google is visiting your website. Banned websites typically do not see Google visit their websites, regardless of who is linking to them.

i very simple to chek my site from google sanbox
I checked if the site if you want me exposed sanbox or not,
My first check the url of articles content, in a way

example site: site.com/content.html, if there is no analogous indexnya sanbox affected, but if being indexed means exposed sanbox
