Over using can be considered as manipulation. Use only on the best title of the paragraph or product name/services of individual page of your site. Use h1-h6 if you have multiple keywords or titles to emphasize.
You should use only 1 H1 tag per page. If you're using more than one H1 tag for a page, it might reduce the importance of other H1 tags..
You should probably organize your page by using the H1 tag for the title of your page or for the keyword you are trying to rank for. Then use H2, H3, and so on tags for your secondary keywords (also can sprinkle in main keyword here too).
if you use multiple times h1 tag then according to seo guidelines its not correct, h1tag represent your main service so you should use it once only
Use H1 tag where it has proper need. Don't use so many times. it makes harder for Bots to understand page and what is right meaning of the page.

Defo should only be used once, try to think of it like a newspaper how they have various header text. You only get 1 main header for the page the rest are then sub headers (h2, h3, h4, ect) You would expect a couple of h2's but not h1's. You would expect to see quite alot of h3's sometimes depending on whats on the page.
According to the seo experts it hardly matter how many times you put your highlight tags. Once is a good practice. Putting more than once dilute the density of your keywords and search engine start thing about spamming. So be careful.
H1 tag should be used once per page. Other then once, you might get spammed and reduce your keyword density.
