    It was written long ago, not our policy now. We have not changed it on our site because we are in progress of making a new site with new rules so left this one:)
    May be because your report got just noticed.

    By the way, That's why I didn't reported him because I think good attitude can change any one instead of making him more angry by not giving him a chance.:)
