    To obtain a higher page rack you need to have a lot of websites with higher profiles/traffic linking to your domain, and the traffic coming to your domain needs to be increasing a good amount each month. For example, I have a domain with a Page Rank of 3 and that website has been worked in a niche market for over 10 years, has thousands of page views each month, and quite a few websites linking to it. It's very difficult to achieve higher page rankings and I wish you the best.

    First you have to work on traffic, do submission regularly in high PR ranking sites. The page rank will be increase for your site.

    Page Rank is a measurement of the quality of back-links pointing towards your site. So to get a PR4, you need a few in-contextual PR4-5 backlinks. You only need to worry about Page Rank if you are looking to start an SEO service. If your going after rankings, then PR shouldn't be that important to you.

    You should do off page activities like article submission, forum posting, blog commenting, css submission, web 2.0 submission, social bookmarking in high PR as well as do follow directories. Through that you will get high PR back links and your PR might be increased.

    1. Proper on page optimization
    2. Quality back links :- Forum posting, directory submission, article submission, blog commenting, social bookmarking, theme based one way links.
    3. User friendly Navigation
    4. Create many pages of your site.

    The easiest way I get higher page rank:

    Get your website link in a few link directories that have high PR for category pages. Make sure the category page (that you will use as the "Category" suggestion for your link) has actual PR. You can use an SEO plugin like Chrome PageRank or SEOQuake (both free) to check actual page rank numbers.

    I suppose that you should submit your site to search engine directories. The thing is that search engine directories are a good way to get a free link to your website.
    They also increase your chances at being listed higher on popular search engines like Google, and overture.
