Yes they can, but it doesn't mean legally they should. As per the info quoted above from Wikipedia by the previous poster.
Can agree.. If you are planning to register .US domain, you should be citizen or resident of the country.
You should be a citizen of the USA but seriously why would you want to register a .us? Go with a .com or even .net, .us is almost like .info not worth much.
If you are citizen of United States,then only you can register .us Domain and if you are not living in USA and if you register .us domain then its illegal
You can use a brokerage service to register on your behalf. GoDaddy does this for you, from memory. The same applies if you want to buy a .FR for say, France. You buy it, but the contact is a proxy registrar in FR. The only thing is that you CANNOT private register a .US >> Your contact info is open to all.
