You need to get links from various resources to keep your links natural...I would rate them according to effectiveness 1)Article submission 2) PR 3) Blog post 4) Social networking/bookmarking Not so useful methods 5) Forum 6) Blog comment 7) Profile links 8) Directory submission (there are few exceptions here) One more not so effective method is document sharing but it is better than forum,blog comment and profile links

After Panda, the only source of reliable links are those from high article sites like Ezine, blog commenting and then forum posting. Directory submissions and social bookmarking seem to have lost it.
