wish you good luck but your budget is too low and it will land you to crap, the min cost of cpanel is $15 alone. anyways good luck in your search!

You're very confused. The $15 might be for a VPS. For reseller hosting (which is what the OP is looking for), you don't need to purchase a license for each client.
hmm, the best I know is Shopaserver.com, i have websites their, tech support is pretty friendly and they have the best affordable prices with lots of features. If you are technical than I would recommend VPS it will give you better control and performance and if you are looking for easy job than stick to reseller plan . good luck!
