When the sender sends the payment as for 'Goods' or 'Services' , you have to cover the PayPal fee. It's usually around 4.2%/transaction. You will not get any fee when the sender sends a Personal Payment.

not for all countries. ONly for specific countries. If you are from india, then there is always transaction fee whether it is personal or not.

Indians cant receive personal payments. They can receive only as Goods and Services or MassPay.

You can check your country from their policy of payments and see what charges they will apply if you receive the payment. They always charge if its non US or UK.

It also depends on what type of account you are using like Personal or premium or business account.

I think PayPal fees are the same no matter what account type you have. See the first sentence in this help topic.

I guess paypal has their own conversion rate that totally differs from the standard conversion rates. This really sucks....specially when small freelance receive their payment. I heard that Indians cannot keep their paypal balance more than 7 days. I am not sure this is true or not but such rule has to be changed....

Yes paypal does charge fees for the payments you receive , unless the sender sends it as a personal payment which ain't allowed in all countries.
