say I have domain xyz.com and domzin abc.com. xyz.com points to abc.com, they have an equal # of backlinks. If there is a 301 redirect on xyz.com does abc.com get the benefit of xyz's backlinks? What about if content is loaded in a frame?
Offcourse it does as it is passing PR to abc.com. Using frame is not going to benefit abc.com except some traffic which you get via xyz.com just my 2 cents.

To answer your question, frame works has nothing deal with SEO. When you are doing SEO, your doing couple things: building links from high pr sites, to link back to your site, and hopefully being helpful. And not linking just for the sake of linking.
