If someone lives in Town A and they want to be in the Google Maps Top 7 for Town B, can this be done - and if so how? I have a driving instructor who covers Town A and Town B - she is top of Googlemaps for the town where she lives (Town A) but not even on page 1 of Google maps for Town B (which she most wants to target but doesn't live in). As far as the normal serps goes, she is p1 no3-7 for all relevant searches for Town B (where she doesn't live but wants to target) and top of the serps for Town A (where she lives). I these circumstances, can adding reviews, a description and photos make any difference?

Optimize each page for that particular town and service and that will give her the best chance of ranking in the normal organic serps.

Yes! It can because town A is having low traffic in town B and high traffic in town A. Usually low traffic keyword gain good and quick ranking that' why A comes in B and B comes in A.
It is recommended that you fill out your Google Places profile as much as possible including adding photos and videos, hours of operation, payment types, description, etc. It is also a good idea to make sure the categories you choose for the business are correct and comprehensive (you can choose up to 5 categories) and you should also include the towns/cities you are targeting along with the key phrases that describe the business in the description of the business.
