I've never seen such things happening before. So please can any body help me?

Normally, the CTR for positions 2-10 would be around 4.8%.And it can't be lower than 1% for a top 10 listing in G SERP.

    Mine:0.3%.

The search volume for the keyword I am ranking for is 200k per month.Which would mean daily impression of 66k.And according to GWT,the impression is ok.

But I am getting clicks of no more than 20 per day. That's roughly 0.3%.

I don't think the title and description would affect that much,do they?

Change your ad arrangement. Put most of your ads in the middle of the fold.

If I interpret your post correctly, this has nothing to do with ads, and your problem is that you see your site ranking high but you don't get as many visitors as you should according to that position you see.
First, I would check if that ranking is real. Remember that Google personalizes search results, so in your computer your site will show up higher than in other people's results.
In order to check this, you can go to scroogle.org and perform your search there, and you will see an "unbiased" result. I'd bet your site is not really at the position you see.
But, in case you are really ranking where you see, I guess the problem is in the copy you are showing. Is your title and description compelling enough for someone to choose to click on your link regardless of the position?

The ranking is real.I checked from different IPs and removed personal info from the query. And I think what's important, the GWT is telling me the truth:my ranking is real-because the impressions I got is ok.

I don't think the copy of title and description could be that important.Generally, bad copy can down your CTR from maybe 4% to 2% or 1%.But I've got 10x difference (4% vs 0.3%).

without any doubt this is happening due to the arrangement and placing of your ads in the site.

The title and description will also affect the ctr alot.
Can't tell the exact answer due to lack of information
By the way, this can be due to two reason
    1. The search volume is global search volume or other country search volume, not your local search volume
    2. Your keywords is short keyword.

Guys, please read a little bit more before answering!
He said already that he sees the impressions number in Google Webmasters Tool, so the result is really shown.
Also, this is search results, and has nothing to do with ads!!!

    thanks pitocus.

    and to answer pmlifeplayer:

1.The search volume is local - where I my keyword to rank
2.The local monthly search volume is around 200k per month (see my first post),so I don't think this is a "short keyword"
