One method I know is to ban words in phpLD. Common words they use may defer to mine because I am using it on a blog directory which I think a certain words does not need to be included in the submission and some of those words are: India indian Pakistan pakistanie nepal nepalese china london ru nike shoes flowers cigarette sexcam webcam pharmacy warez wares pills weightloss breast enlargement jewelry jersey medication medications watches penis replica casino casinos hire limousine resume diploma drugs Basically look into the spam link submissions and copy those words and paste them in the banned words in phpLD, it works like a charm. In some cases some one will email me and I just tell them to eliminate some of the common words they use and submit, and sure enough it works! To find this word banning feature: Login to your phpLD directory Go to System Banned Control Banned Words Paste words that you think might be spam, and sure enough, this SEO spammers will work a little harder this time and might just give you a thought-out unique descriptions.
Even after adding these words i was getting spam every time i have to add words in banned list and the next day i get another new words.

I did make a pretty extensive spam work list a while back if this helps. I also highly recommend signing up for Cloudflare as that helps too.
There is no effective way to completely eliminate spam, sure you can make it a lot less but to completely get rid of it is something that no one can guarantee.
Out of curiosity why is London included in those banned words? It that word being associated with certain types of less desirable sites? Its not a word/place that i would associate with spam sites. There should be an akismet for directories, akismet is amazing at its job. Indian and Pakistani webmasters, why are you in such a rush? Such poor quality being associated with many of these webmasters, it will take years for westerners to not see certain webmasters as low quality, spamming types to avoid.
Has anyone tried CloudFlare with a directory? Seems like it might eliminate a lot of the spam but it could also backfire with so many SEO companies coming out of the same countries that so many of the spammers do. Though, I don't generally see much difference between the SEO companies and spammers when it comes to my directories.
It is a word that is commonly use in my blog directory which has nothing to do with blogging about London: London Car For Hire, London SEO Specialist, London Web Design, London Marketer, London Hotels - The best of. It goes on. Generally, spammers will use places to rank for this particular place.
The downside is there may actually be blogs out there relevant to those keywords. Most of them will not go out of their way to email you on why they can't submit their site as there are tons of directories out there. That is quite a very broad and general range of keywords. I'd recommend cloudflare or something that doesn't result in any loss of actual valid submissions.
If you ban london, flowers, india, etc it's like adding die("I don't care if you're a spammer or not, just F* OFF"); in the first line of submit.php
