if u are from Indian than i guess you are talking about branch free banking from icici. If it is so than simply fill the online form and wait for their approval but this facility is available in very few areas. and you will also get a re-loadable VCC
Brother VBA and VCC not same ? VBA is different and its perfect to verify other country Paypal accounts with no problem . Just Buy VBA of that country and verify with paypal then withdraw your funds to that VBA and then transfer to BANK in INDIA With this you can enjoy feature of that country Paypal and also get your money to your own bank. I also do use Canadian Paypal and VBA with it . But VCC is different its Virtual Credit Card . which only allow one time use and for only verify Paypal / Alertpay / Moneybookers accounts . to get this you may can ask your Bank just like my bank AXIS supports E-wallet Card which is equals to VCC , but still if you dont get it then you can search google and get it ..
