Probably stolen a bread or something? Or may be he was robbed and wanted to file an FIR? (Does it sound strange? Strange but true, it happens in India) Quite regular.. Police brutality is nothing new here, specially in places like Bihar or Uttar Pradesh. And that is one of the main reason when a police officers gets killed, or even lynched by mob in some village, no one is sympathetic.
In India some state's police are very strict ...some times they follow laws and some times like this also will happen ....

Yes there are, and Police men often get punished for torturing or beating people like this.. Judiciary is very strict against corporal punishment, It's just public and Police of India need to get their act straight.
I wish others held your view. If I were Indian and saw this happening in public I'd have to intervene.
If only they had the money to imprison large portions of their population like we do here in the US............
