I want to start a service/website, where people will pay for eg, $100 initially and if they are not satisfied with my service, I want to return their money and I will keep $1 as fees.
Which is the best payment gateway to do this transaction?

If I use paypal, then i will receive some $96 from the user and i have to return $99 as per the terms.. that means, is a loss to me.. how can I protect myself from this scenario?

Every payment processor is going to take fees for processing a transaction. Afterall, they did their job in processing the sale as per your agreement with them.

Your business model basically has you taking a small loss for each unhappy customer. As long as you plan to keep your customers happy you should be fine. If not, you need a new business model.

You still need to be careful, depending on the issuer, you still might get a chargeback from the customer. And then you will even be out more money.

As far as a loss, if your only making a couple of dollars per transaction, you might want to re-think your business plan

If you use the Paypal refund button with the 45 days period, you do not lose anything. You can refund the $99, Paypal will refund their fees for the refunded amount, you will only be paying fees on the $1 which you retain. You will see the refund button when you click on 'Details' in your statement for that transaction then click on 'Refund Payment'.

Of course, if you use the send payment method then you bare the lost.

I tried to test that, but paypal doesnt allow me to change the amount to be refunded..
I think, I have to do that by Send Payment Option only.

I never had a problem changing the amount to be refunded. I've received payment via the 'Buy Now' and 'Send Money' and 'Invoice' and all works with the partial refund option.

It might be that they may restrict your account or country from doing so ? By the way, what type of account is that and is that verified ?

Then you shouldn't have a problem doing so as long as it is verified (I supposed). Log in, go to Help and type 'Partial Refund'. You should find the necessary help there.

If all fails, drop Paypal a ticket and ask about about partial refund in your case.

I guess if it is just $1 that you are retaining, which would end up to be about 67cents left, it might not be worth the trouble retaining.

By the way, which country are you from ?

Contact Paypal and ask them why you cannot offer Partial Refund because I can.
