    got a replay from paypal

Hello, my name is Messie from PayPal Customer Services.

I appreciate you for sending us your concern and I apologize for the
inconvenience this has caused you. I will be happy to give you my
assistance. I have checked our record and saw that your sender attempted
to send $xxx USD on xx xx, 2011 and for some reason, the payment was
declined by the card issuer of your buyer. I suggest that you get in
touch with your buyer and make an arrangement on you will get the
    payment.

To set your expectation, please understand that started on March 1, 2011
PayPal customers in India were no longer allowed to receive payments for
any export-related goods or services for an amount exceeding US$500 per
transaction. This change is to ensure that we continue to stay compliant
with the latest RBI guidelines. Online safety and compliance is a top
priority for us. Rest assured that we will continue to work very closely
with the RBI to improve our service in your country and to ensure full
compliance with all applicable India regulations. I am hoping for your
    understanding.

so my question is do 500$ limit now implemented.

That happened before to me, but I think its because I didn't confirm a email. Now I get instant notifications.

I am currently trying to get a management job at Paypal (USA) and one thing paypal does not screw up on is email notification. They have to have those correct because if not there could be some serious problems with fraud and laws etc. Now from what I have herd from your thread. Paypal will always send emails to both party's. and when you read a email it does NOT start Hello, my name is Messie from PayPal Customer Services... It starts ''Hello, YOUR name '' your client is trying to scam you. What i recommend if for you to get his PayPal email and report it to paypal through Paypal email or contact Paypal by phone and tell them your situation.. Hope this helps send me a pm if you have any questions or concerns. Thank you!!!
