I don't know if you know this but on YouTube views are the second most important part of ranking for keywords. I have found some programs that will get you "real" YouTube views. What I mean with real, is that they are real people "viewing" your videos, but they aren't paying ANY attention. They get views if they view your videos on you get views for viewing their videos. So this is only good for SEO. You won't get banned from YouTube, and I think you can even be partnered if you have good content and a lot of views/subscribers/comments, etc. I am thinking about selling 1000 video views. I am not promoting trying to make a sale to you. But I want to know how much you would pay for this.
I don't know if you'll be able to make a lot because you can get that on Fiverr. But if you sell and position yourself and your service right you might be able to squeeze $20 out of that.

I sell 100 You Tube views from real people on Facebook, StumbleUpon and Twitter for $5. As for sites that trade You Tube views, they may be somewhat helpful in improving your ranking in a You Tube and Google search, and otherwise have no benefit, as noone's watching.
Personally I would be looking at the same price. Around $4-5 I would imagine would be the normal price for such a service.
