Google Maps(Places) seems to base their rankings on the geographic center of the cities and user ratings. Meaning that the closer the physical location is to what Google thinks the center of the city is, the higher the ranking is. If the listing is located on the outskirts of the city it will probably never rank very high. If anyone knows of a secret way to get my Google Places listing to rank higher, I would be willing to pay.
