I want to start up my own PPC advertising network like Google Adsense/Adwords, Bidvertiser, Infolinks, etc.

Question is, how do you get advertisers to join the network and offer money to publishers to click the ads?

Using PPC ads on those sources that are populated with your potential advertisers (forums, search engines etc).

You'll need the publishers first as well or there is no reason why people would want to put ads that don't run.

Did you have a business plan before creating this network? Like mentioned before, you need a lot of advertisers to be on board before you look to recruit publishers. Once you have a lot of advertisers willing to use your network to waste there money on, you need to invest a lot of money advertising your publisher feature. I'm sure the advertisers will expect a good conversation rate so you need to go all out with advertising on your competitors websites.

I don't want to come off as rude but you should already know what to do to get advertisers first. I'm sure it was not cheap creating this network. You are competing with business's that been around for a long time and have proven track records.

You could offer advertisers a free credit to their accounts. Give them $5-$10 or something like that when they sign up. Run a contest where the winner gets a $100 credit to their account.

Firstly though you need publishers. You will know how much you will take from each sale, so if your default rate is 75% (you take 25% from each sale), you could offer the 1st few publishers a 90% rate just to get them interested.
