Is targeting three different key words in one page considered keyword stuffing if the words are all relevant to each other?
nah, i wouldn't worry too much about it. just try to make your content as readable and user-friendly as possible
If they are relevant but not alike do not worry about it. If they are similar like "call tracking" "call tracking software" and "call tracking system" then make sure you do not use the words call or tracking too much. I believe its like anything higher than 7% use of a keyword on a page is negating you and between 2-4% has a positive favor.
relative keywords placed through out the page is a "must have" technique actually. it's called LSI ( latent sematex indexing) and google and other SEs for that matter can actually confirm that your content is what you claim it to be.
Follow this advice. Write for humans. Keyword stuffing is actually not using more than one relevant keyword throughout your content. It is having an unreadable amount of one keyword (or more) in your content. That is when people try to trick search engines into thinking that their site is so relevant for that keyword because it is on their page a million times.

Read your article and ask yourself if it sounds natural. If not, it's got too many keywords included. For example, you might say something like this "To make an effective KEYWORD, use KEYWORD PHRASE or KEYWORD PHRASE, to improve KEYWORD and don't forget to utilize KEYWORD." Not a great sentence for the reader. Think of your readers first, keyword second. Natural writing style is the best style.
stuffing depends upon the size of the content and also about to whom you are linking in. if you are representing the same site in all three keywords than the strength of link will be divided in to three parts. so it would be better if you get a single link against a single domain from a single page.
