Well I would say its still the best the technique for building quality links even after PANDA update because all Google is looking for is quality and if you provide that and you get links thats not a problem then, and don't worry people would still publish your articles as long as its good.

 

In my opinion link exchanges still work as long as the the exchange is relevant. You just have to think logically about it, if users on your site can benefit from content on the other site and vice versa it will benefit both of your users and Google values that. My experience has been that link exchanges can still be very effective.
