Its really important where you buy traffic from, you should not buy traffic from people who are selling incentivised traffic, or traffic generated from popups, even buying traffic from adwords could lead to arbitration (one of my website was blocked from adsense for this reason).

I think it will be safe to buy traffic from adbrite, bidvertiser, admaya, facebook or any similar cpc network. i have used them and didnt find any issues.

 

Try in facebook and twitter you will increase traffic surely
