This is just a very very basic version of CPA Greed, which has been around 3 years, and which the networks are very aware and suspicious of. You get your account thrown in the "fraud until proven otherwise" category very easy...also your conversion rate will be insane doing this - you'd need junk traffic...with this method your on 100% conversion for your link which the networks will cut you off on almost instantly.

if the conversion is not 100%, i know mine isnt 100%... how would you account be closed or banned when GPT websites have been doing this for over 8 yrs or longer? I am getting majority traffic outside the USA and no bad leads.
Never heard of CPA GREED either. If these leads are legit with a good email ( i checked their email) with no bots why would it be banned?
