If you are looking for a solid provider I would recommend staying away from companies claiming to offer unlimited/diskspace/bandwidth..ect. Just do a search on google for "my account got suspended for using to many resources" and you will see why. I majority of those complaints are coming from customers who host with companies that claim to offer unlimited diskspace/bandwidth. Also, make sure that any company you are looking to go with has been in business awhile (limits the chances of you signing up with a flyby night host). So with that being said, do you have any other requirements? What type of website are you looking to host?
Please understand a few things about picking a host. 99% of hosting can be bought under 10$ a month. First we need to know what host will work best FOR YOU! What are you intents with the hosting you choose? Now if your site borders on violating TOS then going with a smaller unknown reseller is what every one does. they use the 3rd person host to hide under the radar and get there sites hosted. If your site will comply with TOS in every aspect then you need to choose a host that is going to fit your needs. Just remember, hosting is a privilage and you need to treat it like one. Be responsible with your data and keep files protected. Back your own data up every 3 days and keep a copy off the server. If you want good host for this money- take a vps. You will can configure it as you need and will be much better then shared hosting.
For $10/mo. or less? Nah, he will most likely be much better off with shared hosting in that price range.
