Google needs to be open to ways where we can improve.†When I read this, my immediate feeling was Matt is referring to sites like Ezinearticles and other article directories, which have been gaining a lot of traffic under the new Google Caffeine system. You see, these article directories are not spam, neither are they qualified as a great resource. Yet they seem to be dominating Google’s search result, simply because tens of thousands of webmasters are working very hard to build contents as well as backlinks for them.
Google new algorithm is penalize content farms, evaluates duplicated content based on the overall webpage.

Or more widely known as the Panda Update. Well to tell the truth, I think Google did was to eliminate unnecessary websites that just crowding out the SERPs.
There is no doubt that google made a drastic move to eliminate duplicate content between sites. The 'Panda Update' made by google done it. One of the reason why article directories got punished by the update is because of the 'content farm' issue. Google remove those low and poor quality sites and boost those sites having a quality content in it.
Google Panda update is good. But it also damaged a lot of good sites. Scraping sites are now ranking higher. Google is loosing market share after Panda update.
I'm not sure if you are aware of the fact that, after panda update those sites (Ezinearticles) lost about 50%-90% (forgot the original rate) of their traffic from Google already.
They can get it back, IF they re-institute their original editorial policy - i.e. ensure the articles are quality. Because they let any old crap in (for $100 they are now suffering the wrath of Google. QUALITY is now vital. a low percentage of syntax/grammar/spelling errors will lead you into Panda's maw, where you will be chewed, and spat out into the spittoon of Google's deindexed crappile.
contentboss, there is not a single true recovery from Panda. Scraping sites ranking higher has become rampant. Can you show me 5 sites that have recovered from Panda ?

Yeah, I heard they have deleted many accounts, accounts that had 1000s of articles to recover from Panda disaster. Interesting point you just have made. Still didn't hear of any recovery story. Maybe there is time penalty that might need to expire. Just a thought.
