I want to make money reselling web hosting. I see two paths: Be an affiliate and get money from simple referrals. Be a reseller and buy services and resell them. If I become a reseller, what do I do, spend $15 a month on 5 gigs of space, and resell the 5 gigs into two or three "chunks" each sold at $20? many thanks

I think reselling involves more work, as you'd have to provide some measure of support. As an affiliate you wouldn't have to worry about this kind of issue, because the hosting company would be in charge of that. With a bit of effort, I think affiliate marketing would be the most profitable and less-troublesome method. Good luck!
I'd go with an affiliate program until you learn the ropes. You don't want to invest in something you're unfamiliar with. Hosting is a saturated market online, so try to appeal to people locally.

be an affiliate for webhosting 1st. get the marketing right. and once u got that down to a sceince, meaning u know where ur customers are coming from, a source that is unique to you... then venture into doing ur own webhosting deal. marketing 1st, product 2nd.
Why not hit up local clients like pizza shops, dentists and what not who will take very little maintenance and resources.
i think reselling will be good for you. you can target to local clients and you can sale space as per your Terms and Condition
Both of the way have it own advantages. I'll suggest you go for the later option. You can buy a low end VPS to start up.
Either way you make your money i think it boils to what you have relative advantage and where your heart is!

You can host a server and sell premium proxies, or get affiliation and advertise across numerous sites using backlinks etc
If your looking to start a web hosting company. Then you definitely need to get a VPS or DED server. A reseller wont cut if for long.
Step by step approach, be an affilate first, get the hands on it, once you are good at it, move on to another level, like creating your own products, etc.
reselling webhosting isn't probably the way to go. the competition is brutal as hell. probably be best to work with a webhosting company as an affiliate to make monies.
