I'd say go for a CMS (Content Management System) to build your website on, it'll be a + on every aspect.
WordPress is a great platform to consider there.

I would say go for a Wordpress site as well but set your front page as a static page. This way you can do both dynamic and static which will allow to be constantly creating fresh content which for Google and SEO purposes is integral. Old sites with not much fresh content tend get lost in the search engines. PM if you want to know how to set your home page as a static page and have the rest dynamic.

I agree with InHouseWebSolutions Wordpress is simple to use and seup and available on most hosting packages. Static sites normally seem to index quicker but unless you have a lot of time on your hands I would suggest a CMS or something like Wordpress

I would go for dynamic. Static at one point is impossible to keep it up.

I was just thinking as well that maybe joomla functionality would be a good platform for this. I have used once or twice and did not mind it. The only thing is joomla has a higher learning curve. Wordpress is extremely easy to use and tons of video tutorials are out there.

Static web sites are not user interactive. For Article submission sites, it will not match.Better you go for Dynamic web sites. They are user interactive. So, it will be helpful for you.You can use the CMS for this. They are easily available in the market.Later you also modify your site by yourself by downloading the components from the Internet.

    Hello dear!

From SEO perspective I would suggest you to have static pages and if you want to have any updation then update it manually,

    Thanks

Static websites are more SEO friendly than dynamic websites. But you can't choose between two sometimes. Static websites are hard to update if you want regular updation of web pages then you must go for a dynamic website. If you want to sell something directly by your website you have to choose dynamic websites. Fact of the matter is static websites are great but you have to choose one according to your preferences of use. The best way is to use CMS to have middle level SEO friendliness of your website.

I agree, go dynamic and go with wordpress - it gets fantastic indexing from google. I had the same info on a custom cms and on wordpress as a test, and wordpress got indexed faster and higher ranking.

I have to wonder why dynamic invocation would be preferable to calling static
    bindings of these dynamic classes.
