When i registered I was unverified User.

After few transaction they limited my account and stop sendings.

They ask me to get verified and remove Sending and Receiving limitations.

I got verified adding my bank Account. Now they again stop my transactions, now

they compelling me to add credit card to make transactions. I told them every

conversation that i can not afford Credit Card thats why i am using paypal to send

money online purchases. I have more fund than my transaction amount and there is

no-way my transfer can exceed my account balance. When I try to make payment

they give me this meassage (To complete this payment, add a debit or credit card to

your PayPal account. Your card will not be charged unless the transaction amount

exceeds your balance.), I don't understand why will my transaction exceed, and if

someone try this why don't they just deny them instead of deny all users.

From my country every user is not that rich to manage credit card.

I tell this problem to there Support team and they just asking to add

Credit Card they prerend they did not understand What i am saying.

Why they need credit card when i have sufficient balance to make transaction?

If you are from India, then sending money from Paypal balance is not allowed now.
PayPal is right, you will have to use CC only to send payment.
There are the new rules set up by RBI and PayPal.

Yes i know this. But i want to know "Why they need credit card when i have sufficient balance to make transaction?" . I arrange this balance by affiliate programs like adds. And that fund is transfered by other countries not from india. I don't want to withdraw that fund in my bank account.

I just want to transfer fund from Paypal to other Paypal users. There is no involvement of India except I am resident of it.
The credit card should be for those users who try to withdraw or Add fund from there Country. And this i can understand paypal
have to follow rules of that country.

Indian PayPal users can only withdraw PayPal balance to your bank account. There's no other use of it. You can't spend it anywhere.

You need credit card to spend funds.

I think this is not rules. This is conspiracy cooked by paypal and RBI. With every withdraw and Add fund both Paypal and RBI get benefited but user loose money lot. But they did not understand every webmaster or user not able to afford credit card. They only
    get to loose those users.

Now i understand not to use Paypal. I will transfer my site to local webhost.

Hostgator has recently launched in India. You can transfer your sites to them and pay hosting expenses via Indian netbanking or debit/credit cards.

But by credit card ... actually the card is important here. All account ( at least that's how I know ) have a card attached to it ( debit ). And also from what I know is free ( possible not in your country ). Go with that one if what I said is true.
I have a debit card with Paypal and it works.

You need to contact via live chat or email . Note that billing is little different due to taxes.
