    you are wrong once approved adsense account wont banned ........
    after approval only it will get banned if you don't follow adsense TOS

    You can create account in hubpage and post your article there and then you can apply for adsense account.

    I will suggest you try with hubpages.
    What's the role?
    Singup with Hubpages
    Write minimum 5 unique post.
    then apply for your adsense account. ...:)
    This worked for me. So you can also try it out :)
