I think I can only ad some anchor text links to that list. And ask one as well, as far as domain age, does it count if you have paid the domain in advance for 2 or 3 years? Does that count for ranking? Thanks.
I wouldn't think that paying the domain in advance matters. What matters, age-wise, would be how long the domain has already been around.

Here are some tips for on page SEO: 1)Use your main keyword in your homepage title. 2)Use your main keyword in your site description along with your meta tags. 3)Use your main keyword at the very top of your homepage using an H1 tag. This should be used as a title for what the homepage contents will explain. 4)Use your main keyword throughout your homepage content and use bold, underline and italics. 5)Use your main keyword somewhere in your content as with an H2 tag, maybe about 1/2 way down the page. This should be used as a subtitle for the remainder of the content. You should have enough content on your home page to use the amount of keywords listed so that you're not accused of keyword stuffing. Using this info as a basis for your homepage should give you good SEO points and a good foundation for the rest of your site!

Now I aM NOT SURE if the original question was for SEO organic ranking page or for the Google page Rank, meaning Google has a system where the site get s a page rank value, it is differeent to where you rank in a search. Anyway, that is what AI was thinking when I first read the question

For on page seo you can do meta tags, title page and put in unique content. as for off page seo you can do articles around 500 words and i would submit to no more then 5-10 good sites. You can do Forum and Blog Comments make sure they are do follow which most sites now a days are. Directory submissions, Socital Bookmarking... another thing is facebook while it is do follow they give tons of traffic i plan on doing a fan page to my site soon. Best thing is dont go for the cheap paid offers they are crappy and never work and if they do its filled with spam. Do it yourself may take more time but you will thrive in the future.. Just mainly stick with it backlinks and seo is a never ending learning and doing process always changing Good Luck my friend.
