Hello guys. If I was to use the Digital Point Advertising system, is there a PayPal payout option? Please tell me. Thanks!

You don't need to "payout" since you get paid directly from the advertiser (and yes, they pay you via PayPal).

So this is how it works... I put DP ads on my forum (http://thediscussioncafe.com) and they show up. Then someone clicks on them and cash goes directly to my PayPal? Is that how it works? If not, please explain. Thanks!

Their ads won't show until after they pay you (it's a pre-pay system).

Oh okay. So that means I should put my site status as "Accepting New Advertisers" would be a good idea so that people can advertise on my site? Thanks again!

Yeah, if you aren't accepting new advertisers, no one is going to pay you. :)
